Having a company handbook detailing all your policies and procedures allows everyone in the company to know how situations should be handled and what is expected of them. This eliminates the uncertainty for example when an employer has a complaint they wish to make - a grievance procedure ensures they know who to make the complaint to and in what form. It will detail how holidays are to be booked, the disciplinary procedure, health & safety policies amongst other things.
